This seems to be pretty clear... I guess I could use any club/shot to get it closer to the pin, right? What about this one? Am I allowed to use chip/flop/whatever as soon as it does not say "Green" in the upper right corner? I have not yet come into such an situation in a tournament round, but you never know... so I'd like to know it in advance, just to be sure/safe.

If you are not on the actual green, you can use any club at any time. If you are on the green, and there is fringe on your normal putting line to the hole, you are allowed to chip.

Not sure, but for me when on the fringe ( 2nd pic ) i'll use a wedge whatever, or if close enough to pin...i'll change to a putter..

In both cases you could flop if you wished. One you were not on the green but the fringe and in the other, while you were on the green, you did not have an unimpeded shot to the hole, being that there was a bunker, fringe, rough between you and the hole. So flopping is allowed.

So what does one do if you see somebody chipping/flopping on the green during a tourney?

The rules state you should record a video from the perspective of the ghost ball and submit it to commish@tgctours.com (Don't post it on the forums)
