So I decided to test play outside of the designer, test play unpublished course, to see what the wind would typically be like. One time it was 12-16 NE and next it was 4-6 W. How can you plan for that? The higher winds made the course extremely difficult and made me rethink it. The lower winds make it about like I planned. So, how much do you need to consider high wind conditions?

If you feel like your course plays best in low winds, you can always make note of it in the course description when you publish it and submit it to TGC tours. HOWEVER, if medium winds can break your course, please consider that medium winds are hit regularly in default wind conditions and things should probably be adjusted because the MAJORITY of people who play your course will play it in default winds.
When I ranger a course, one of the first things I look for is what the max winds can be in each direction. when there are 250 yard forced carries or 500+ yard par 4s, that's when I test which wind directions and strengths make the hole impossible to play. Generally if a fairway is unreachable off the tee or a par 4 is unreachable in 2 out of the fairway, that's when I just make a note to the schedulers that a certain wind direction wont work on the course. It ISNT a deal-breaker if a course cant be played in these conditions, it's just a limit to how hard a course can be pushed if it were to be played in upper difficulty tours.

Thanks Q for responding. On the course I am testing the drive isn't so much the issue as the approach. On one hole no wind leaves a 9 iron to a downhill green. I made the green a little smaller with water three sides and challenging pins to require precision with a short iron. The strong winds make the approach a 6 or 7 iron and make the shot to the green nearly impossible to hold. I changed the theme and that seemed to have helped keep the winds under 10mph which is manageable. Still making a few adjustments to the course, but think it is good to point out to newer designers to test play outside of the designer to see what the default settings do.
