Is there a way to designate a drop area on a Par 3 over a water hazard? I end up having to drop in the rough behind the pond, and a fairway surface the entire width of the pond would look ridiculous.

Ran into the same sort of problem, & I ended up using light rough instead of fwy, and limiting the area to the most likely line a ball would be on if it ran off the back of the green in question (50 ft downhill, so overclubbing is a common mistake). Looks a wee bit better, depending on your texture choices.

I understand the logic of your request considering a player's preference for general course management purposes. But it's a Par 3, one does still have the ability to just place the ball back on the tee and attempt the same shot again. The ball doesn't have to go back on the rough. Sounds like you may be unaware of that fact by how you have written your post. When the drop placement indicator comes up, press L1 on the controller and you can re-attempt the shot from your previous lie (with the stroke penalty applied).

To my knowledge, there is no way to specify a place to hit from, a la 17th at Sawgrass (remember when Freddie made a 3 the hard way there?).
