I'm working on a course in Steppe and don't like the the desert/waste area plays like heavy rough. Is there a way to get it to play like an actual desert area of hard packed clay and sand where if you fly into it your ball will bounce and roll for a while? I've maxed out roll and firmness on heavy rough but that doesn't seem to do too much.

No, but you maybe could use some huge flat topped rocks, buried to create hard pan areas in landing zones, then plant some grasses, cacti, etcetera on them , even smaller rocks. Best I can think of, but I'm sure one of the better designers knows a trick or two.

I've maxed out roll and firmness on heavy rough but that doesn't seem to do too much. I was actually asking myself this same thing on my own desert course. I wanted the desert area to act more like hard sand, especially on bare mountainsides that look and should play like hard rock. However, I haven't found a way yet to make this happen so my only real option was to try and limit the areas where a player might hit into these spots and kind of break realism. Let me know if you find success with anything beyond planting thousands of rocks! 8.5.2

Perhaps using the “waste bunker” techniques, but using one of the lighter cart path textures under surface 1, 2 or 3...? With some strategic planting and sculpting throughout, you might get something close to what you’re looking for...? For larger areas, you could even go for a full spline cover of an entire plot, although I’m not too sure how that would work...maybe something to try...
