Played a few courses now that have light rough or mulch that is layered under the waters edge. Ive tried everything and cant get this to work for me. What is the trick to pulling this off?

As silly as this sounds, you have to put a water body below the layer you currently have. You can then place surfaces (light rough, mulch, etc.) between the original layer and the new one. Try not to place the additional layer too low, though, or a large chunk of the water will appear totally transparent. Hope that makes sense. If not, I'd be glad to answer any further questions you might have.

I have a laid down light rough patch which is sculpted to put a water hazard in. I tried placing the water and I get heavy rough around the waters edge. I then tried sinking the water under the original surface which works fine (but you cant see the water) and then placing another water body on top but again the heavy rough appears. I wish there was a video tutorial for this as its doing my head in at the moment.

Apologies for the first minute, where I looked totally incompetent.
