Some of these sightlines look really strong off the tee. I'll try and get a play through for you soon with some thoughts.

On 4, the small section middle right needs to be a bit lower. If a ball just creeps over the ridge, it shoots to the back edge of the green and a putt can’t get back up the slope with the current green speed. Alternatively, Try bumping green speed up
On 6, lose the ridge in the middle of the green. It catches every ball and they get “stuck.” This should flow up/down rather than vacuuming up everything.
Why is 9 fairway so wide? I'm left with essentially the same approach yardage from either side even though it appears that left would be closer. If you’re going to present those options off the tee, introduce either contours, a false front or off the green mounds to present different approach options. It felt like the same approach shot whether I went left or right.
Conversely, why is there fairway right of the center bunkers on 10? Nobody can get a tee shot there even downwind so it’s wasted space. Love the 10th green. You are punished if you go for it in 2 and end up on the wrong side of the ridge.
Pins on 11 and 12 could stand to move a few more feet away from the edge of the green.
Front pin on 16 needs to be a bit flatter around the hole. Most approach shots will end up putting across the hole instead of being above/below and it is a very small window to make the putt and not have 5-8’ coming back across the slope from the other side.
All in all this a really fun course that you’ve done a great job with. I’ll let others comment on the surfacing items but I hope my thoughts on strategy and playability are helpful.

I hope to finally finish re-routing the holes this evening and would like to get surfacing done by Sunday night which just leaves planting (Updated screenshots tonight or tomorrow morning). Hoping to publish in the next two weeks.
I'm glad you think it's a fun course. With no trees or water it has been tricky to make it interesting both visually and from a playing stand point. I might revisit this type of environment in the future because while demanding from a creativity standpoint it seems to be very rewarding as well.

I'm in the process of redoing the fairways to keep the bunkers in the heavy rough as much as possible and will rethink how much needs to be fairway here. I feel like I am finally happy with the routing and bunkering and getting a good feel for the planting I want to do. I'm going for a grassland/dunes feel a la western Kansas or parts of the panhandles of Texas and Oklahoma.
I've been watching lots of tutorials and feeling more comfortable with the expectations of the community in regards to surfacing and sculpting. My bunkers aren't done yet, but they are getting there for sure.
Updates:
Hole 3:
Moved the tee to the left a little bit to keep it from crowding the #2 green complex. It is now 152 from the back tees. I have also softened the slopes surrounding the green. They are still punishing just a lot more realistic. They are now a 7' slope over 14 yards. Redid the green as well. There is a general slope from back to front to help stop balls with a large central tier and two small tiers on each of the lobes
Hole 5
No major changes. Moved the first fairway to the right to give an option of a layup there and no bunker issues from that angle.
Hole 7
Lots of feedback about this hole. I lowered the dune in front of the green and raised the tee box to reduce the blindness here. The green is still not very visible, but the pin is for all locations.
Hole 9
Changed from essentially a placeholder to a reachable par 4. 315 on the card but plays much shorter but 20' uphill. A bunker just short will catch any balls that arent hit strong enough and a large slope behind the greens will leave a lengthy pitch if you are too long. Plenty of options exist for layups too with a fairway bunker to catch any stray shots.
Hole 11
A long, uphill par 4 now (475). The green is guarded short by a large bunker. There is a slope behind that bunker that can be used to feed the ball into pins in the back right. Long and left is a good miss here.
Hole 12
This used to be a tricky green essentially surrounded by sand is much more conventional and better now. Plays 179 from the back. There's a large ravine back left if you pull it.
Hole 16
The third (or 4th) attempt at getting a good hole here, I think I'm finally happy. A 493 yard dogleg right that plays slightly uphill from the fairway.
Hole 17 My new "island green" hole. This looks very daunting from the tee, but there is plenty of room on the green and you can miss short and be fine. A nice 172 from the back. There is a ridge that runs the length of the green with the left half higher than the right.
Once again, thank you very much for all of your feedback! Hopefully I can get this thing published in the next two weeks and I can move on to a new project. Debating a 2nd Beta (leaning towards no), but if there is demand I could get it out this weekend.
