Not trying to ruffle any feathers here... but why 10 for a win and 5 for a draw? Why not just 2 and 1, or W, L, and D?
Also, I know it's early, but we're you thinking like an aggregate score were it's the total score of all the golfers from one state versus the total score of all the golfers from the other? Or like a heads up stroke play thing, with like each states #1 facing each other, #2 vs. #2, etc.?
I think the latter would be kind of cool, wherein say you have 4 golfers per team, (1v1, 2v2, 3v3, 4v4) each match gives 1 point, and maybe the total aggregate of each team also gives 1 point for a total of 5 points up for grabs... similar to bowling.
Just some suggestions!

I don't think it matters too much how many points for a win or draw, I have just used that format in other tournaments and it works fine. The matches will be decided by the teams total score, I don't want to over complicate things.
