Played with a ghost that shot a 56 on the tours. What's the protocol if you see people chipping on the green?

Played with a ghost that shot a 56 on the tours. What's the protocol if you see people chipping on the green? I could be wrong but I believe you're allowed if the putt would be over 75+ feet

From the main website:
Putter must be used on the green unless your putting line is obstructed by fringe/rough/bunker or your putt is longer than 75 feet, in which case use of a putter is not mandatory.
Putting line Definition: The "putting line" is the line that the player wishes his ball to take after a stroke on the putting green. Except with respect to Rule 16-1e, the line of putt includes a reasonable distance on either side of the intended line. The line of putt does not extend beyond the hole.
It continues:
Policing of this issue will be the responsibility of tour members. If you see a ghost ball chipping on the green and it is obvious they are breaking the above rule, record a video and submit it to us at commish@tgctours.com
The video must be from the perspective of the infringing ghost ball - you can do this by selecting Watch Replay and pick the ghost ball that is chipping on the greens. We must have a clear view of the infraction as well as the user's gamertag.

Would just add that people who are not members play the events, and obviously, they don't care about the rules if they are just playing for fun. Or people may be members but not have a tour card at all or have a different tour card. We can't enforce anything if a player is playing for fun. You can check gamertags on the member list to see if they are members: tgctours.com/Player/MemberList

If there's a search feature, I can't see it. Just click on the little funnel shaped icon at the top of the columns and it'll give you parameters that you can search.
