If I switch from 30 FPS to 60 FPS, I see a vague stripe horizontally appearing on my screen as soon as the ball starts moving and it seems as if the screen is “shaking” slightly.
I have a regular PS4 and a gaming monitor.
Does this mean my PS4 cannot handle 60 FPS or is it the monitor (which actually always runs on 60 FPS)?

I got on ps5 just this last few days and Changed to 60fps.It's pretty silky so far and you can really notice the change.it'll take a bit getting used to.

The devs themselves have said that the 60 fps isn't designed for last-gen consoles.I've tried it on my old PS4 and on a crappy old TV, and I noticed really awesome smoothness when transitioning on the menus and even when playing. But I also saw some jittering and stuttering at times when the ball was in flight. Also, when set to 60 fps, my PS4's fan gets quite loud and runs a lot more. After playing a round at Bay Hill with the 60 fps setting enabled, I ended up switching back to 30 fps, as the total experience, IMO, was better. So I believe the answer is that the original PS4 is not 100% able to handle the 60 fps.

It is actually 60hz vsync you are not setting the game to run at 60 FPS but up to 60fps. Who knows what framerates you are hitting on the original PS4 as unlike PC you can't put a framerate counter on the screen ,but the smoother the game runs the higher the framerate. The hitches and micro stuttering you can get is generally from vsync which also causes input lag, no option to turn this off in game and see how much screen tearing occurs. I have tried 60hz mode on the Pro and the game does run better, much better than 30hz. The reason you can get a better experience from 30hz is this eliminates big framerate drops by capping that framerate at 30 FPS.

The PS5 should be able to maintain 4K 60 FPS so it will give a stable smooth experience. There still is the drawback of vsync which causes input lag. The beauty of having a variable refresh rate monitor or TV is even if the game dips below 60 FPS it will still be smooth, no stuttering or frame hitching as the displays refresh rate will always match the FPS and no latency problems that vsync produces.

Turning down all graphics settings should improve performance. Unfortunately PS4 doesn't have the wealth of PC graphics options.

I'm hoping they'll consider adding at third option for vsync - OFF, like they've done on the PC version. If they offered us 60 Hz, I don't know why they didn't go that one extra step? I would think that would be the ideal option for those on a PS5 or Series X or S, with VRR support, as long as they have a variable refresh rate display.

Yours is the first report I've read from a PS5 user; thanks for sharing. If you really want to test the mettle of your PS5, set the vsync to 60 Hz and play a round on the Official version of Quail Hollow CC. It's the most demanding course, in terms of rendering demands, of all the courses I've played on my PC, where I can measure the frame rates on them. Surprisingly, Quail Hollow performed very well on my Series X.

I've noticed two strange things about going from 30 to 60 FPS (hz? idk whatever was in the patch) in the golf game (on PS5). first is that I could no longer hit 105% drives (or shots), only up to 103% (and usually 101-102 when attempting it). I don't think this was a user timing issue, as I went to the range and tried releasing my downswing sooner, later, anything differently that I could. immediately after switching back to 30 I had no issues hitting 105s. other issues was the timing on partial swings felt different. I play with vibration on and use that as my cue for when to begin my downswing, and I was consistently not bringing the club back enough, on both partial and full (attempted 100%) shots. this could be user error, perhaps the difference in visual cues was throwing me off, but again I had no issues when going back to 30. wondering if anyone else has experienced similar things? or knows why these things are happening to me on 60hz?

There is definitely a timing difference change. I knew this was going to happen back from playing TGC1 and TGC2 on PC with the higher frame-rates. TGC1 on the PS4 was like playing underwater compared to on PC. I play for 100% shots and my first 9 or so holes after the update and enabling the 60 Hz V-Sync option I had many sub-100% swings where I used to have most swings be a red or white 101% on 30 Hz. I cannot really speak towards the variability of going for different % swings, but it all will be changed. It is definitely learning curve that I am willing to go through for the smooth play on my nice upgraded TV. For others it may not be worth it. It feels like you have to hold your backswing longer before the downswing, especially if you are used to the golfer animation as a cue for your transition. I cannot speak towards the vibration thing as I have never used it in this game, but the timing is definitely different, so I would imagine the vibration timing would be changed as well. I know I didn't answer much directly to what you asked, but wanted to let you know from another PS5 user that the timings are indeed changed. Hope you can sort it out!

Those setting would bump up the framerate considerably on those consoles. I will give Quail Hollow a try on the PS Pro to check performance.
