I'm thinking about building a course without using any regular rough except maybe in places around the green.
Can anyone point me to a designed course that does this so I can try and get a feel for how it might work?

If you're going to use heavy rough around the fairways then also use heavy rough around the greens. There are many courses that go fairway to heavy rough in the game. It's typically accompanied by wide fairways so that if you miss a 50+ yard wide landing area, why do you then need an extra yard of light rough?

Yeah this is incredibly common. Especially considering how flat light rough looks compared to how good the new heavy textures look there's almost no reason to use light rough. I've found that the best thing to do when using only heavy is to make the greens' second surface fairway. Gives you flawless transitions every time and looks great.

I've been using light rough around bunkers to prevent balls from getting hung up in the rough if they run into a center line bunker...but then using heavy rough as the second surface off the fairway around any perimeter bunkers.
