can't edit my post, but let me explain why that is:
if you had just rolled into a bunker in that same spot instead of on the fairway, the flop would be the perfect shot as the backspin would not have been nearly as bad, and it would be a one shot and done situation.
when hitting from a bunker is easier than hitting from a fairway, there lies where my issues with it is.

the pin A version of powderfinger has one too...took an 8 in the early tour event....not sure if these are intended, prob not but they really need checking before tour rounds...it would be better if HB actually listened to people and implemented more control over stimp and firmness, the dial for firmness goes from soft, med soft, med....concrete! and it does this game no favours whatsoever.

When you have a short shot, up a hill with the green rolling away from you lets say 12-15 yards. I will loft up a LW for a flop and try the 80-90% shot. This should put the shot about 3-5 yards beyond the hole and even with fast/hard greens it should stop or come back a bit for an up hill putt. The idea is to make sure you get beyond the hole, preferably hitting right on the hole...unless the slop back to you is right at the hole. Go longer even the full 20yards for a putt back uphill.
Similarly on #9 Thursday pins for Magnolia. You may find yourself 22 yards out. If you loft up a LW with a flop, you most likely will roll back at your feet. If you do a normal loft shot with a LW, but do it at 85-90% you reduce the amount of back spin and can hold it.

While this is true, I have a heck of a time getting partial % shots on the ps4. let alone 85-90% on command. There have been many times when I play the shot at say 90% and the % is 100.

Any way to aim away from the pin and end up with a flat lie and 10 ft? That's the first thing I'd do. Find somewhere else on the green and just put it on. Maybe that wasn't an option.

Maybe that wasn't an option. yeah this was for shawnee and that course was domed greens and very sloped at the edges. diabolical if you ask me and caused the web tours to almost have a meltdown LOL really no place to do that, it was either knock it close or be screwed if you missed in and landed in a "gully" area around the green.

It amazes me that this game doesn't have a basic short pitch shot in it's repertoire.
The simple flies 10 yards, rolls 1 basic pitch.
Sure, you can try and manufacture it with partial swings, but the lack of a 1:1 swing motion, controller input lag (at least on ps4), and the amped up meth head short game backswing speed makes it unreliable at best.
It's a standard, basic shot. How video game golf can make such a simple shot harder in game than it is in real life just baffles me.
