Wolstanton Golf Club near where I live starts and finished with a par 3. Alsager Golf Club starts with a par 3 too.

Possibly, b101. But you accept as a given that there are enough players scheduled to form a queue. Make tee times 20 minutes apart, limit the total rounds - that sounds like enough time for any hole to be played. Other than making money, why would 'more players' digging divot & leaving ball marks and trash be a good thing for my course ? Seriously. As for 'routing flow', subjective for sure. In the 70s plenty of musicians put in dance' feel to their songs. Didn't make them any better. "I Was Made for Loving You" ring a bell ? Always fun to joust our varying views, b101 ! Golf courses run on very thin margins, and most courses would lose money if they were only supported by greens fees and their driving range. Having tee times spaced 20 minutes apart not only means less golfers on the course and less revenue via greens fees, but also less people to buy the drinks that actually make a course profitable. The course maintenance cost is a relatively fixed cost that isn't really affected much by the increase in play gained by having tee times 8 minutes apart rather than the 12ish minutes that a hole should take to be played at proper pace.

I don't like hitting a 5-iron with my first shot of the day, but that's just me. Driving happens to be a strength of my game though, so I guess I'm comfortable that way.
In high school I had access to the local country club, which had a 10th hole par-3, but occasionally we had to start on it, and I did NOT like it. It was pretty much an automatic 4 if I missed the green.
Now video games don't really matter, obviously.

I'm glad somebody else mentioned Pacific Grove as their back to back par 3's to start your day. It's especially fun when you're teeing off around sunrise to start with a PW and then a hybrid on the next tee. Fortunately they are both pretty simple, straightforward par 3's so they don't really back up play. Now if you were to start a course with a 200+ yd par 3 with trouble all around the green, you would have a mess on your hands. Then add a drivable par 4 or short par 5 where 80% of players who hit the fairway think they'll be able to reach the green in two, then you better make sure to build a bar behind either the 2nd or 3rd tee to settle a bunch of pissed off golfers.

Yeah I agree, the only reason they make it work so well is that everybody can hit that 1st green with a short iron, so the spacing actually works out quite well.

From a pace of play point of view it might not actually be the worst thing - the first tee might not be the worst place to wait since you have the putting green, the refreshments area, the bathrooms, etc..
But it might be problematic for sticking to tee times.
I actually like 9th hole par-3s... they aren't unusual but they aren't terribly common either. But it seems to work well on public courses where everyone stops at the turn, at least in my experience with them.
