I keep reading that it is easier but I haven't seen an explanation at to why.

It's significantly easier to attain perfect/perfect tempo on PS4 than it is on other platforms. On a PS4, a player can basically flick the thumbstick forward pretty quickly (there is a limit to this), while on PC and XBox, the forward motion has to be more controlled. When using Master Clubs, the effect is magnified. So not only is it harder to achieve perfect tempo, the penalty for missing is increased.
Exactly why this is the case is not known. It's almost assuredly NOT the game code interpreting data inputs differently. It's much more likely that the input data sent to the game is different somehow, but where the difference lies is anyone's guess. Could be down to input lag. Could be down to some sort of rounding. Could be some other hardware discrepancy.
While TGCTours is provided with precise measurements from HB Studios when it comes to X-axis deviation, the only information the site gets regarding tempo is whether the game registers Fast/Perfect/Slow tempo. We don't have the precise data to analyze.
HB Studios does not officially support cross-platform play, so they don't have an incentive to dig any deeper. As far as they are concerned, the experience is similar for all users on any single platform. That the experience is not similar across platforms is not in the scope of their concern (whether it should be is a different matter).

I've looked at the leaderboard and it doesn't seem to be do mates by PS4 users
Is PS4 controller on PC the same as on PS4 natively?

Is PS4 controller on PC the same as on PS4 natively? No. I use a DualShock 4 on PC with a wired connection and the difference between platforms is obvious.

Even then it takes luck to find a good tempo DS4. They seem to vary from controller to controller even out of the box. At one time I was all for HB using tempo but no more. The game would be better with less tempo penalty.

I got myself a new controller, but not for TGC.
Anyway, in the midst of my design testing and such I found out that controller is utter sh%$ for TGC.
I try to make my normal "lol" swing/banana/check-mark/flag at the top with it and it is TERRIBLE.
I won't be switching to a new one for TGC unless this one breaks.
Been using this same one for quite a long time.
I do need me a new USB cable because mine has about had it.
Also, PS4 is easier because Sony isn't Microsoft.
😏😏

Not only does the data show it, but you can physically tell the difference if you ever have the opportunity to play the game on PS4 and on PC or XB1 in the same day. Like Patrick mentioned above there's just something about the PS4 where you can put more pressure on the thumbstick and still get perfect/perfect tempo which would result in a very fast downswing on other platforms. That's just the way it is, not much any of us can do about it but just try to enjoy the game anyways.

I was a PC player with an XBOX controller - it was impossible to hit the swing. After buying a PS4, I was pleasantly surprised to hit it very easily (95%) P / P. However, I was unlucky that my main controller started to show defects. Using the second controller (purchased on the same day as the PS4 purchase), I started to miss the perfect balance sheets. I made a lot of mistakes. I was (and still am) upset. The controller makes all the difference. Obs. On the PC I tested several. On PS4 only two. Although original (I believe so), one is good and the other is bad.

It goes to show that if there are "straighter than average" controllers, then there have to be controllers that are more crooked than average. DS4 controllers vary wildly, and it's a crapshoot when you get a new one. There's no way to tell a good one from a piss poor one.

The game would suck if one could hit perfect/perfect 100% of the time. I'm on Xbox and thrilled when I do get a perfect/perfect...which is about 50% of the time.
