I’m thinking about buying the pc version to get into course design, as I find trying to design with xBox controller too tedious to endure (so I want to try some LiDAR). But it hinges on being able to use the course designer offline. Is this possible?

If you mean, "offline," as in: when you're not connected to the internet, then yes. On PC, course files are stored locally and not in cloud storage the way they are stored on consoles.

Yeah, once installed just pop Steam into Offline mode and you can load up the game whenever you want without worrying about Internet connectivity. You will need to be online to find/download other courses to play, but for your own one in the designer, no worries.

I’m new to this as well just got my PC, how do you put steam into offline mode and how do I find where the courses are stored on my PC. Thank you 🙏 Edit: I haven’t used a windows a PC since the late 90’s except for work but that was limited

To find that location you will need to have the "Hidden items" checkbox ticked which you can find by opening file explorer > click on the view tab > see the checkbox.
If that doesn't work then there is an options button to the right with a dropdown called "Change folder and search options", click that > View > Hidden files and folders > Show hidden files, folders and drives > Apply to Folders.

I design on a PS4 and my designer works perfectly well when I am not connected to the internet. I think consoles store locally as well until the course is published.

What is the ingame tab for going offline for? The designer works the same whether or not that button is pushed.
When going offline ingame, it does eliminate the two selections in the designer tab for Published courses and Importing Legacy courses.
I would say no need to change Steam at all.

The reason for putting Steam offline is that if you don't, then try to start the game whilst in Online mode with no Internet connection, it won't launch

You can have no internet connection and still play TGC 2019 in offline mode. When you go to C:\Program Files (x86)\Steam\steamapps\common\The Golf Club™ 2019 Featuring PGA TOUR and click on the golf application file, the game will try to launch Steam. Steam won't launch as you are offline but it will ask if you want to start Steam in offline mode. Once you say yes, the game will launch and you can play to your heart's content albeit NO STATS will be saved. No need to enter Steam to go offline.
One thing to remember though. Next tiime you launch Steam, you will have to put Steam back online as you did shut Steam down but not by going through Steam if you did as I said above.

Question guys, so are you talking about the pc game version or the sim version used by sky track? And what the hell is steam
