No. You can plant grass objects in them though.

You can create “islands” of rough in bunkers if you “paint” the sand manually using a rather small round brush to build your bunker... Start by doing the perimeter first, and then doing some random drags/clicks within it. Takes some practice...
Unless, of course, I didn’t understand your question properly...

Yeah, you can't put a rough surface on top of a bunker surface... Well you can, but the bunker surface overrides it and will always show.

It is not worth the effort. I will be deducted a star and half for not having it in the two bunkers for the lidar course, but oh well!

Just delete the two bunkers and re-spline them in game with the islands in there. Not much effort at all compared to what it typically takes to do a good RCR.
