While watching VctryLnSprts stream I noticed that as he was laying down surfaces, they were not flattening out the terrain but laying over it. This left great looking contouring all over. Eric wasn't sure why it wasn't flattening as that is the typical behavior so if anyone knows the trick to have surfaces lay over terrain rather than flatten it I would love to know!

If you do not modify the land, or if you modify the land with the SCULPT tool only, it will auto-flatten.
If you use the LANDSCAPE tool (Blue Brushes) to modify the terrain, then when you place fairway or green surface on that terrain, it will not auto-flatten.
Basically, the terrain, by default, is unmodified. You can alter the unmodified terrain with the SCULPT tool (Red Brushes). Once you use the LANDSCAPE tool (Blue Brushes) the terrain is considered "modified". Auto-flattening only happens on unmodified terrain.
When I start a new course and build out a new plot, the first thing I do is use the SCULPT tools to raise all the land above the water line. Then I use the LANDSCAPE tools to build out the plot of land. I raise or lower every square inch of the plot so that the terrain doesn't auto-flatten. I'll do the flattening manually later.

How much modification is needed before it doesn't flatten? Would raising the entire plot with the blue brush above the water line be enough to avoid the flattening?

I have tried this several ways, Erixon, but with little success. If I take a new theme, then raise the whole plot with the Sculpt Raise tool enough to be above water level, then lay down a fairway it auto smoothes/levels just as you say. If I then take a portion of this same plot and raise it 5-6 feet with Landscape Raise and lay down a fairway there, it still smoothes/levels it. What am I missing? Do I have to use Landscape Flatten and then rebuild the mounds, because I tried that and it doesn't auto smooth. That seems counter intuitive.

If you smooth out the area with the BLUE brush (the fuzzy one on page 3 - flatten not raise) then lay down your FW, it should not auto-flatten. Using red brushes only complicates things. You should only use those when A, you know exactly how to do it already or B, you can't get fairway or green shapes to lay down properly. Also, the auto-flatten thing isn't necessarily the end of the world. It just makes you have to smooth the edges of your fairway after it's there. Sometimes this gets you something you didn't know you actually wanted.
