I'm looking for tips on how to do them, do designers use brushes, splines or both? Do you sculpted them a different way than your normal bunkers, where's best to place them. I want to expand my designing skills and want to try waste bunkers and bigger elevations.

My general rule is splines for smooth lines, brushes for rough edges. All my waste bunkering is done by advance editing, and I pick one of the brushes with the fingers on the final two pages and skew it so that it's very narrow and then just place them all over the area I want to waste bunker, and leave little gaps of rough in patches. Then I got back and plant grasses in them to look overgrown.

Using the wackiest brushes just start putting them down on top of each other while constantly turning and moving the brushes a little. That'll give you a nice random edge for non-smooth bunkers.

I've always done rugged waste-area style bunkers with the circle brush, just making it as small as possible and purposefully moving it all over the place as I outline the bunker area I want. There's not really a wrong way to do it, but it's another option.
