What means are there to control default wind speed or direction. Is it based solely on theme? Can the default direction be adjusted?

They should replace "Default" with "Random" because that's what it is. Some themes - highlands and tropical, especially - tend to have higher winds.

Just to be clear you can’t set wind direction or strength in the designer can you?

Thats definitely something thats needs to be addressed, some courses only ever have certain direction winds, especially along the coast.

All areas have a prevailing wind whether coastal or inland. Many golf courses are designed around this. HB really duff-hooked this one. Even the wind in the designer doesn't match the wind after publish.

Do a test publish and see the direction of the default wind.
Go back into designer and change either the orientation or the other option (can’t remember what it’s called) inside the settings and lighting section.
One of these rotates the course against the compass, so rotate the course to match the default wind.
Obviously this depends on whether it’s a seaside course or not.
You can also advise people when you publish which wind direction to use to get authenticity

As noted in a previous post, 'default' simply means 'random'.
